The Engineering Services Division’s goal is to provide quality engineering, construction, and inspection services that enhance the safety and environment of the community.  The division strives to conduct business in an ethical manner that promotes excellent customer service, communication, integrity, and efficiency.

This Division is responsible for:

  • Administration of the Capital Improvement Plan (CIP), which include streets, traffic control devices, street lighting, park development and city facilities.
  • Administration of the City’s Special Benefit Assessment Districts.
  • Transportation Permits for Oversized Loads 
  • Administration of the City’s traffic, flood control, street lighting and traffic signal facilities.
  • Engineering and construction inspection activities relating to current development and Capital Improvement Plan (CIP).
  • Ensuring compliance with the Subdivision Map Act, National Pollutant Discharge Elimination System (NPDES) permit, and Federal Emergency Management Agency (FEMA) floodplain requirements.
  • Review of private sector development projects in the City.
  • Site design, document preparation, construction management and inspection of all Capital Improvement Plan (CIP) projects.
  • Technical guidance to ensure project compliance with City codes, ordinances and policies.

Development Engineering

This section of the Engineering Services Division works closely with other City departments from the initial concept plan submittal to the permit issuance stage. The Development Engineering section is responsible for:

  • Plan review of private development projects including residence (single and multi-family), commercial and industrial.
  • Review of project construction plans and supporting hydrology/hydraulic studies, soil reports, retaining wall calculations, Storm Water Pollution Prevention Plans (SWPPP) and water quality technical reports.
  • Review of subdivision and parcel maps, easements, street dedications, boundary adjustments and maintenance agreements.
  • Setting development conditions on private projects.
  • Maintaining record drawings of grading plans, street improvement plans, and final maps.
  • Issuance of grading, street improvement, minor construction and encroachment permits.
  • Assigning new street names.
  • Administration of the City’s Special Benefit Assessment Districts (Diamond Ridge Phase 1, Orchard Villas/Miravale II and Rancho San Vincente.
  • Technical guidance to ensure project compliance with City codes, ordinances and policies as well as ensuring compliance with the Subdivision Map Act, National Pollutant Discharge Elimination System (NPDES) permit, and Federal Emergency Management Agency (FEMA) floodplain requirements.
  • FEMA Floodplain administration.

Inspection Services

Street Maintenance

Street maintenance is an important section of the Engineering Services Division and is a coordinated effort with the Maintenance Staff in the Public Works Department.  Responsibilities include:

  • Pothole patching
  • Paving and grading of unimproved streets and alleys
  • Curb and gutter
  • Curb ramps
  • Street sweeping
