Encampment Resolution Fund Update
In 2024, the County of Monterey, in partnership with the City of Soledad, was awarded the Encampment Resolution Fund (ERF) Grant to support the unhoused population at the Soledad riverbed. This initiative provides a range of critical services, including temporary interim housing, motel vouchers, comprehensive wrap-around support, and efforts to address health and safety concerns at the riverbed encampment site. The Soledad Public Works, Community and Economic Development, and Police Departments worked with encampment occupants and Guerrero Lanscaping to remove 95 tons of trash and debris from the riverbed with funding from the County. The ERF reflects the City of Soledad’s and the County of Monterey’s ongoing commitment to helping individuals transition into stable housing and improved living conditions.
In February 2025, the City of Soledad in collaboration with Step Up ramped up case management services and implemented the Motel Voucher Program to assist individuals moving from homelessness to temporary, safe housing. Since its inception, the City of Soledad has supported nine individuals with motel vouchers and provided wrap-around services to 27 individuals. Participants enrolled at the motel must adhere to strict guidelines including the prohibition of any illicit drug use. Participants are required to review and sign a Program Participation Agreement drafted by Step Up acknowledging that they will abide by the rules.
Many individuals experiencing chronic homelessness suffer from mental health and substance abuse issues requiring behavioral health support. The City is committed to balancing the needs of program participants with the safety of the greater community through the ongoing collaboration of service providers and the Soledad Police Department. This effort is strengthened by a partnership between the County’s Homelessness Strategies and Initiatives Division and the County’s Behavioral Health team, ensuring more direct assistance to those in need.
As part of our long-term commitment to addressing homelessness, the City is actively working on the construction of non-congregate, interim housing for up to 16 individuals, which is expected to be operational by summer 2025. This project will provide a structured environment where individuals can stabilize and access essential services on their path to permanent housing.

By expanding resources, strengthening partnerships, and maintaining a clear pathway to housing, we remain committed to building a more inclusive and supportive community.
