NOTICE INVITING BIDS

City of Soledad (“Owner”) will accept sealed bid proposals for the Gallardo Park Improvements (“Project”), by or before , March 24, 2017 at 11:00AM at the front counter at City Hall, 248 Main Street, Soledad, CA 93960, at which time they will be publicly opened and read aloud. Bid Documents may be obtained from the local building exchanges and/or via email from the Landscape Architect () at no cost ($0.00) per set (see related documents below). It is the Bidder’s responsibility to advise the City’s Project Manager and Landscape Architect that they downloaded the construction documents and are a Bidder-of-Record to ensure they receive any addendums The Estimate of Probable Construction Costs is $1,550,000 for the Base Bid (project award) and $650,000 for Alternate #1.

In general, the project consists of park improvements including; demolition of the existing ballfield, grading the entire site, new ballfields, new irrigation, new fencing, new backstops,new scoreboards, new planting, seeding, and sod, and new paving.

A (non-mandatory) pre-bid conference will be held at the site on March 15, 2017 at 10:30 AM.

Bids will be compared on the basis of the base bid amount. The lowest bid shall be the base bid amount without consideration of the costs for additive or deductive items, if any. Owner reserves the right to reject any and all bids and to waive any nonsubstantive irregularities. Bids may not be withdrawn for a period of sixty five (65) days after the bid opening except as provided pursuant to Public Contract Code Sections 5100 et seq.

Bids must be submitted using Bid Proposal Forms provided with the Construction Documents and shall be accompanied by bid security of 10% of the total bid amount, in the form of a cashier’s or certified check made payable to the City of Soledad, or a bid bond executed by a surety licensed to do business in the State of California on the Bid Bond form included with the Construction Documents. The bid security shall guarantee that upon award of contract, the bidder shall execute the city’s contract and submit payment and performance bonds and insurance certificates as required by the Contract Documents within ten (10) calendar days upon receipt of notice of award.

The Project is subject to prevailing wage requirements applicable to the locality in which the Work is to be performed for each craft, classification or type of worker, including employer payments for health and welfare, pension, vacation, apprenticeship and similar purposes. Prevailing wage rates are available at http://www.dir.ca.gov/DLSR.
